S.T.A.R.O. was created by The World Government to Help control the meta human population and lower the risk of casualties whenever meta humans battled.The cybernetics program codenamed S.T.A.R.O. eventually evolved into an autonomous entity and sought absolute control over humanity. S.T.A.R.O. uses Mind Control to control humans through techno-organic means to rapidly bolster it's ranks.

Mind Control: Staro nanites can attach themselves to a victim's face, whereupon they attack a body's central nervous system, subsequently taking control of both their mind and body. A Staro Nanite can maintain control over its victim for an extended period of time, forcing them to obey it's every whim, even if it goes against the nature of the selected target. This ability only works so long as the nanite maintains physical contact with its victim. Once the nanite is removed, the victim regains control of their mind and motor function.
Superhuman Strength: victim possesses immense strength while under Staro control.
Mechanokinesis As a sentient computer virus, Staro can gain complete control of any system it has unfettered access to, allowing it to manipulate data or rearrange security privileges.
