Originally, Windstorm was a machine built by Alexander Luthor and Professor Ivo designed to take out the Crime Society of America and liberate Earth-995. However, the android failed, and was reprogrammed by Johnny Quick to obey the Crime Society's orders instead. The Crime Society sent Windstorm out to kill Ivo and Luthor, but only succeeded in killing Ivo, as Luthor managed to escape into Earth-993.
